OK Doc. Please post a link to a current Part 97 CFR rule which specifies mode bandwidth using numbers or even remotely suggesting a measurement technique to prove compliance.

Hams are supposed to measure this? They can't even look up the rules properly.
Some stainless hardware like the stuff Home Depot sells galls when you try to take it apart. Just as useless as a rusted piece only more dangerous because you have to fight with it up in the air.
Try building an M-Squared 2 meter antenna. Lots of measurement and hand assembley. VERY time...

My vote for sig gen is the HP-8640B. They can be had on ebay for a little over $100.00 if you are patient.
There's even a complete maintenance page for these on the internet.
I had some really high quality antique sig gens and the HP runs circles around them.

4:1 is correct for sinusoidal modulation which happens in the lab. Real audio usually isn't a sinewave.
