    There should be no grid current without drive. There should be idling current. 400 mills with a pair of these tubes is in the ballpark. Sounds like you are seeing the idling current. Sounds like the meter multiplier circuit could have a mistake.

    The load cap might be OK but the tune cap will probably arc. Put the 811s in there sideways like a 30L-1 Collins. They work just fine like that.

    The opinion that matters here is the one used by the FCC. Engineers deleted those mode classifications. They were most likely competent engineers who recognized hobbyists cannot measure occupied bandwidth. Many can't grasp the concept and prefer to make it into some sort of personal crusade.
