I wouldn't sweat the setting up of a base station. Follow good grounding principles, use a low pass filter and use the minimum amount of power necessary to carry out reliable communication and the likelihood of having problems are slim and even if you do they will most likely be easily remedied.
There are places in the world where that is how people get their information and some entertainment. Unlike North America there are place where it's not all about trying to sell you some new piece of junk.

It really depends how remote your planning on being. I suggest you get a repeater directory (about $10) and see what repeaters are in the area you plan to be in. If there are no repeaters in the area, I wouldn't rely too heavily on it for emergency comms.
