Different animal. The 221 is more similar to the 216, but the 221 has a lot of SMT components on the solder side of the board. Cost reduction and stuff.
Interesting article... granted, it's for VHF, so the size of the ground plane being the same, but the frequency being lower, the effects might be more dramatic. I haven't modeled it for HF freqs.

Is the needle physically stuck against the inside of the meter? Does it move at all if you gently shake the radio? CBTricks does have a lot of info on this radio:

That's the site that I found, and looked thru (and searched) their Realistic and Radio Shack sections. No dice. They do have a good amount of information on other products, though.
Haha... well, or just clip/desolder one end of D9 to disable the audio limiter. Lemme open up mine real quick to make sure that's the right diode. With normal talking, the modulation (at least on my old PDC600 meter, fwiw) hovers around that 80-90% area.
I have a few of those 225's... newer version of the 207. IIRC, it's D9 that's the audio limiter circuit on them. The audio isn't quite as clean as the 207, but it's not bad. I guess some of these are just too new for the older tinkerers to get their screwdrivers into them.
I'm not talking about accommodating all the different plug types. Cut the plug off and solder it to the connection that comes with the mount. Basically incorporate a power connection into the mount, something that'll last. All he had to tell me is that he doesn't want to modify his products...
I'd prefer all stainless, with a threaded on weather cap. Not sure if that spring-loaded cap would last for 10 years. Their products seem nice, and are about as close as I'm going to get without having a friend machine one from stainless.
