no modulation pot in there ??? shouldnt need to cut anything in there to get it up to snuff.

i think regardless of what freq or freqssssssss hes transmitting on. he would still come over those computer speakers at his nieghbors. just cuase hes tranmitting on multiple freqssss doesnt mean he should come over his nighbors speakers.

first i would unhook all those extra grounds. (more than likely those grounds and your antenna mast are acting as part of your antenna.) then you need to isolate the antenna from your antenna mast. with a piece of wood or fibreglass. 4 foot shovel handle is what i used.

oh ok i would double check your pl-259's. i like 213. they say the lmr400 is better. so in your case it has to be either like you said the antenna is to low or bad conections on the pl-259's.

if your not running 10kw get a lower rated gamma or switdh to a beta matching system.
what they ware saying is. if your trying to tune your antenna and not checking the swr at teh feedpoint of the antenna. then you need to use electrical 1/2 wave lengths of coax to get a correct reading...

sometimes if the radio wasnt laid flat. like in its normal use position. the meter's needle will just get stuck.
