A homebrew scanner antenna might end up being the route that I go. The attic is already a bit of an antenna farm with several receive antennas - a 66 foot loop, a fan dipole and FM broadcast band omni.

Elecraft has sold a line of transverters for different bands for many years. https://elecraft.com/products/xv144 You'll see people selling these fairly often. Unless you are interested in weak signal / SSB on 2 meters it would be more cost effective for FM to get a 2 meter mobile.
