It's so easy to get a Amateur (Ham) radio license they would be no need. With a license just on 2 meters you can talk an easy 25-50 miles mobile. And much more from a base. There has been some talk of the FCC even lowering CB power. And not allowing Beam antennas.
I can't really say. As for me I'd just run the grounded copper stake. It's just like the ground on your truck. Everyone is going to say what they think.
The coax is Excellent! There are much better Lightning Arresters. Such as Poly Phasers. And the Copper stake is GREAT to use. If you can pour some ROCK SALT under the soil before driving the ground stake. Good Luck!
There is also Davis Bury Flex. Remember you need the lower loss coax for VHF/UHF. And the Ringo Ranger 2's do work quite well. Your 2 meter antenna will work even better at 36 ft.
I would recommend the Jetstream JTB-1 it is the very same antenna (made in the same plant) as the Diamond X-510. It's 17 ft tall 8.3 DB on 2m/11.7 DB on 440. But cost $85. A lot of Bang for your buck.
