I used to go to Chester's other store in Largo, Florida, before they closed it down. I bought a lot of stuff from there. One of the guys there was Len from AES Clearwater, before they closed that too. He retired after Chester's.

Most likely culprit is C117 next to L3 is shorted. But, can be any of the other red circled items, too, these are either tied directly to, or low resistance to the PTT line of the Mic socket. last time I helped someone with a Cobra 29 a few months ago, that had TX all the time, it turned out...
You can hear the Over-Fuzz-dulation on audio peaks, there is no fold back (mod-limiter) to smooth it back to sinewave audio. And adding reverb to the audio makes it even more fuzzy.

The premise is that the Pre-Driver power feed jumper (JP32) is removed, and a diode samples the positive going TX audio voltage, the added electrolytic capacitor (negative side grounded to the can of L17), this stores the TX voltage, it "idles" at 12v (from the transformer and blocking diode)...
It is a receive device only. You can receive off of a coat hanger wire as easy as anything else, especially when the target object is near enough. So the antennas provided would/should be fine from 24-1766 MHz. You do not have VSWR issues unless the antenna(s) are being transmitted from.
