Yes it can be tuned a little lower in SWR. If the reference lengths are correct, 212 inches for the vertical and 57 inches for the Ground plane elements, And V7 has 45 3/8 inches exposed, and H3 has 45 7/8 inches exposed.
Then adjusting T1 and T2 Trombone Tuning Hoops...

Yeah I have to agree with Doc and Gearhead there. Tilting over such a tall tower I am sure can be done, but a professional stress engineer and big money equipement might be needed.

1 The newer Coax has less loss than the old RG58 Coax. So that means that if the new coax has less loss, then the antenna is seeing more power and returning more power. Just add a 1 dB Attunator Pad into the Coax and see the SWR...
