I'm with you on most of that. I just can't associate the words quality and RCI together like that. Maybe some day they will get their $hit together and be great again.
That looks like a great little fan kit.
The fact that you say the heat sink does get hot would be the exact reason why I would add a fan kit. I would rather be safe then sorry.

You can either make one or see if this place has the one you want. They might even make one per your request.
I have been a die hard Magnum Radio fan for just over 25 years now. Ran every radio they had and still own a Delta and two Omega Force radios. I have a Uniden Madison as well. My current mobile is a hard to find Magnum 1 radio.
I messed with an Icom 718 off and on for several years but always...
A lot has happened. The quality of RCI products have tanked. Toshiba no longer makes their 2290 and 2879 finals. TexasStar went under and stopped making amps. Someone else is trying to bring them back but only the 350 and 500 remain. (All have HG finals) popular radios now are made by Anytone...
I think your first step will be to buy a better watt meter. To see the peak wattage (PEP or peak envelope power) you will need a peak reading watt meter. It appears you might have done the echo mod wrong it it did not work.
Looks like that radio already has variable power so you should be...
Just watched a video on this radio. If you bought one bone stock I suppose you could do several things. Check it to see that it's on frequency, set modulation for 100%, and un-lock the clarifier. Maybe even a channel mod if it can be done. Should be a solid 40ish watt radio. If you need more...
Not sure what "mods" you are wanting to do to that radio. At that price point I can think of many other radio's that are a much better value and will run circles around that radio.
Check the simple things. Assuming the Astron is fine check the radio power cord, fuse, and connection points. Maybe try a different power cord. After that it would have to be in the radio. Loose connection, bad solder joint, or a failing component.
Wow here we go again lol. Click on this thread and read post number 8 from Captain Kilowatt. That says it all really.

I second this. Same thing happened earlier this year to my 991a, they had it back in right at 3 weeks total time. And their labor rate was about 40 an hour cheaper then Yaesu in CA.
I think the cheap switching mosfets were decided on by Ranger and Galaxy to save a buck or two. The radio world was forced to deal with the results. I think any of the new Ranger products would be much better radio's if they used mosfets designed for that application.
I recently had to have...
If you like old school built like a sherman tank go Astron. If you prefer newer style lighter weight then MegaWatt. Make sure you buy the MegaWatt direct, there are chinese knock offs out there.
So I ended up getting a Diamond x300a. So far mounted on 20 feet of mast pipe it performs excellent. SWR is good for 2m, 70c, and murs 1-3. I have not tested yet on a GMRS channel. Waiting for a nano vna.

The 2312 is a stronger final then a 1969. The 2995DX never had dual driver finals. The reason the board has the slots for another final is that board is probably also used in the 2950 that did at that time have dual finals. Here is some good stuff for this radio...
