I don't think you are going to get a very accurate reading on the 600 watt scale with a cb radio. If the radio is set up correctly using an average reading meter the 5 watt scale would be the one to use. If the meter is pep then you would probably have to be on the 50 watt scale.

To see the swing everyone loves to talk about, you have to be using a pep meter not an average reading meter. If you had a pep meter you would see the same power on am that you see on ssb or within a watt or two if you don't have the carrier cranked up too high.

For a dipole slightly below 1 wavelength gives the best radiation pattern. For other antennas I don't think the height really affects the radiation pattern since there are usually things attached to the antenna that controls the pattern instead of the earth.
Are you using a coax switch or switching coax? If a switch make sure the switch is not messed up. You should see a very large difference between the two antennas, unless the station you are talking to is just down the block.
