I think I read on CBTRICKS about a problem with the voltage regulator chip causing something like you are describing. You might be able to get the technical manual from that site also if you don't already have it, they usually have some expected voltage readings at various points that might help...
Do you mean you switched the radio to lsb or usb and keyed the mic and did not see any reading on the meter. If that is what you are saying that is normal. On SSB you do not put out power until you modulate the radio. You have to be making a sound into the mic to get power out of the radio.

I would get a beam antenna if you want to work the long range stuff that is down in the background noise right now. I had a set up much like yours once and put up a 3 element beam and it was like night and day. The beam is the way to go for reaching out and touching someone.

I have been out of the radio hobby field for a lot of years. There were lots of reasons for being not on the air, sure missed the fun of contacting those long distance ground wave contacts as well as the skip contacts when the conditions are right...
