A mag mount grounds itself through capactive coupling from the magnet to the piece of metal its attatched to. It doesn't need to have a good electrical connection to work. A ground wire would most likely only skew swr

With swr that high, you have a short somewhere. Have you checked it without the amp inline?
If so, check coax, mag mount, and load for continuity as robb said.

The .17's are bad ass! Had one a while back. They shoot fast, and accurate at long range.

Definitely replace your coax, then see if the issue continues.
After you get everything mounted the way you want it, use an swr meter to find the correct whip length. Cut or add length to the whip to achieve lowest possible swr.
I had two 99v's here last week. One had a bad 10.24 xtal and the other was this issue. I should've took pics then, but didn't think of it at the time.
It seems like a cold or bad solder joint. You can push on the components, and the frequency jumps back to where its supposed to.

I would suggest the dx250 or 350.
With the 1600 you will have to have a driver. And upgrade your battery, alternator, and antenna. Those things draw some major amperage.
