With swr that high, you have a short somewhere. Have you checked it without the amp inline? If so, check coax, mag mount, and load for continuity as robb said. Just because stuff is new, doesn't mean it won't be bad.

Definitely replace your coax, then see if the issue continues. After you get everything mounted the way you want it, use an swr meter to find the correct whip length. Cut or add length to the whip to achieve lowest possible swr.
