Antennas generally are not the cause of TVI. I certainly have never heard of the Top One having any such issue. I had one here for a year or two, no issues with it. TVI is usually something wrong with your SIGNAL, not the radiator.

So just how scarce/expensive is the MRF 455 at this point? (My Lincoln is from 2001, with the 455 final).

That's exactly how I use the Mic Hi/Low feature---on "High" for barefoot or AM with an amplifier, or on "Low" for when I'm running an amp in SSB mode--it cuts my output from 22 watts down to about 15 watts, which is perfect for my little RM 2 x 455 amp! (KL-351p)

Probably wouldn't be much difference in performance between the Little Wil and that Cobra 1500 Magmount at Dick's. They will both work for rather short distances, but nowhere near what a decent antenna like a Wilson 1000 or K40 would. That's the bottom line.
