Yeah, I have got to the point where any time I do work on any Texas Star amplifier, I always pull the board/boards out for inspection underneath.
And when I reinstall the boards, I put a thin layer of Teflon sheet under the board just to prevent that very issue......

Well, if the amplifier is popping fuses as soon as you connect it to voltage power after replacing the fuse, then it is just a simple matter of determining which component or components is shorted directly from the voltage supply directly to ground.....

You can add some attenuation on the input signal.......
That is what the variable is on a Texas Star HD350V and a Texas Star HD500V amplifiers.
I have removed the variable a few times and added in it's place a fixed resistance to attenuate the input signal.......

I have seen the same variations using Toshiba's and you will see variations using the HG's.......

Those two capacitors help to filter and stop oscillations.
They are dc current and voltage blockers...
They are not there any longer strictly for time and some money savings....
