When I still had my HF beam up I worked the world on 15 and 17. 17 had some real diehards that met regularly to rag chew..mostly guys in the western US if I recall. 12 meters always seemed to be a way under used piece of spectrum to me...
I have never seen the need for a preamp under 50 mhz. . Every 11 meter preamp just seems to boost noise along with the signal giving no benefit to the operator.

If it were me I would split the difference. If I wanted to use the entire cb band and most popular voice portion of 10 do a little math. 28.500-26.965= 1.535 mhz of bandwidth is really what you require. Divide that in half and either add that to 26.965 or subtract it from 28.500. 1.535÷2= 0.7675...
