My guess is that it was a mistake in manufacturing. It's kinda like ordering a QP W/cheese and Mcdonald's, no cheese, they get the paper stating that and attach it to the box, but still put cheese on it because they go through the motions so often that muscle memory takes over and they screw it up.

This is the info for the DX11B, but it uses the same board and is MOSTLY in the same configuration as your radio. There are some slight control differences, but the schematic should be close enough for you to get through the radio. https://www.cbtricks.com/radios/galaxy/dx11b/index.htm

It looks like its most likely the same board as the original 5 band Saturn base, but without a few options. It has 2 antenna outputs where the Saturn only has one in place of a variable power, H/L power switch in place of +10kc, CB/PA where the echo on/off would be, and no roger beep or...

That is what this forum is good for... advice from those with more experience and knowledge than you (or I) have. Some of the guys here a much smarter with radios them I could ever hope to be, and I can't thank them enough for sharing what they have learned with the community.
