I have this Bluetooth programmer thing that I picked up that is good for these, download the free app on your phone and you can upload everything in one shot.
It was about $12
Actually......
I have 3 UV5R radios at the moment.
I have one programmed for local public works, Sheriff, CalFire, Medical and my wife likes to use it to monitor those , along with the FM radio.
The other 2 have GMRS, FRS and some local stuff programed, I live in a tourist town and we get lots...
I can only offer this link to vintage cb radio publications.
It's going to require a good bit of foot work to hash thru them, but it's a start.

I know someone who mounted a full 5/8 ground plane in the back of a Ford pickup truck and blasted down the desert highway at 100 mph just to prove that the antenna would handle it but, wow ,120 mph gusts is just insane.
I lost a PDL II in a thunderstorm one spring with gusts reported to 85 mph...
Search around the CRT site above, the are several different clones that use similar boards, maybe one is closer to what you have.
It's weird that it's different than the schmo, but you never know who's changed what over the years or if it was a last run before a new board came out....

It was good here this afternoon, talked to @DXman and Jamaica back to back sitting in front of the post office when I went to pick up the mail.
Larry was plowing though the dx good enough that I knew who it was soon as I heard that voice.

A dual gang air gap variable capacitor, used to see lots of them in old AM tube radios.
You can use one gang separately from the other for different functions.
