I understand that the offset is-1.31, my radio will only go -1.31 or -1.35; what do I do?

I am in the process of setting up my station and there are covenants and restrictions pertaining to antenna's, Etc in this housing development. If I ran my long wire antenna along the top of my 6' privacy fence were it would not be seen, would it function properly?
