All mobile antennas ( magmount and permanent mount ) are 1/4 wavelength. The permanent mount tend to work more efficiently the ground plane is directly in contact with the car’s body. On magnetic mount that ground plane is not.

I had that antenna. The cover is supposed to already have a drain hole. Maybe the hole has dirt, spiderwebs. Remove the cover and clean it inside. Verify the coil as well. Also, a drain hole on the middle of the first aluminum section. The picture will be helpful for you to see how it is...

Try another radio with built in SWR meter and /or another external meter in order for you to discard if it is the radio or the antenna. An antenna analyzer would be best.

It is a good coax but remember, it is a foam dielectric type coax. Watch out for sharp bends. Center can migrate to the shield and that is not good. That is why a solid dielectric coax is more suitable for mobile. RG-400 would have been the best choice. It is freaking expensive, but worth the price.
