Galaxy DX 88HL can't adjust high power.

I have been testing parts and can not find anything bad including VR16 and VR13. Both VR 13 and 16 will adjust low power but when I put the button in Hi I get a 20 watt dead key and it will not adjust. Any help is appreciated. I can not figure out jow the circuit works.

Cobra 29 LTD Classic. low volume.

This started out as a great receive but no sound. Audio amp good, but bad C123 near T2. Now the volume is barley heard. PA Full blast works great (even before the no sound). If I turn up the signal generator I seem to loose volume. The squelch seems to work in one spot only but I can not jump it...
