Hello i made a100 ohm dummy load with two 1/4 watt 100 ohm resistors add it some water,salt and oil seems to be working great lol.

Not possible. 50 or 200 ohm is more realistic.
Put 'em in a parallel configuration, get 50 Ohms; need to use non-inductive type or your measurements will not be accurate.

Then you have a 50 ohm dummy load not 100 ohms. Also the salt water will definitely throw the impedance off some depending how much salt is in the water. If you are using resistors they should be non-inductive type and mineral oil is far better than any kind of water to cool them in. I hope you don't plan to run much power into it if you are using a pair of 1/4 watt resistors.

Minus the salt and water you are onto something, I use "Extra Virgin Olive Oil" in place of mineral oil. (for the 'in-a-pinch' type scenario)..
Still.. I ponder how the two resistors are soldered together!
one end of resistor to ground body of antennena connector other end to center antenna connector.
