Pin 1 should jump when the channel selector clicks and settle back down pretty much immediately. Anything less than a half of a Volt is effectively zero for pin 1.
This should take the PLL off the hook as the cause.

@ AWP:Is it possible to be on a lake and have a homing directional beam being emitted from the shore so a person could navigate to that beam's source? For example at night to a jetty.
