Well, I'll give ya a lot of credit for trying . . .
Tantalums are either working; or they are shorted out.
That is the way they fail.
They don't go open; just short.
So, test for short.
If OK; leave them alone . . .

Tantalums seem to be a random failure.

One exception would be in the older Uniden SSB CB radios that used the 858 chip. A 25-Volt tantalum cap would be fine until the AM modulation got cranked. That would make it fail dead short. A 35 or 50-Volt part cures the problem. But that's the fault of the original part's voltage rating, not the chemistry of the cap.

Replacing old ones can't hurt the radio, but the chemistry that makes replacing the aluminum electrolytics necessary isn't found in a tantalum cap.
