148gtl diagnosis help

I have a 15 year old 148gtl and am getting an intermittent rx drop out. I am zeroing in on TR2 (2SC1675L) and am not getting the voltage readings listed in the service manual.
Questions:
1. The only reference to TR2 in the maual is on the sound tracker board...are these the values to use?

2. Am I on the right track or way off in my diagnosis approach:confused:.

I'm no tech, but I would look for the output voltages of the power supply on the board. Also, recheck all of the traces on the board to see if any solder joint havn't gone bad. Touch them all with a little solder and a 25 watt iron.
