811H Fuse Blowing

Having a strange issue with my amp but only had one set of spare fuses so while I wait on more to come in the mail I am hoping on some insight on where to start troubleshooting the fuse blowing problem.

General:
Icom 7300 > ARB-703 > Ameritron (ALC/Relay cables to ARB box) > Meter > Antenna
Other radio and amp are working fine on antenna and meter with a 1:1 SWR on beam and 1:3 on ground plane so they appear fine but will test next with direct antenna connection only just in case.
811 powers on fine, all lights and functions seeem fine. HV is normal. As soon as I activate the key circuit the fuses pop.
Have only made it as far as to check the cables, connections, etc and all the equipment on both input and output side and not finding any issues.
Amp was working fine last time it was used so no in transmission problems.

Far as I remember if a tube was shorted it would pop the fuse on power up. This only happens when I activate the relay.

Any troubleshooting insight would be greatly appreciated!
