Any reason to use the ALC hookup from amp to a modern day radio if the radio will not be driving at full output of 100 watts, but at reduced wattage?

Nope. But like Sp5it said, it wouldn't hurt to use it as a safety net incase you forget to lower your drive levels. Also some icom radios have that overshoot problem in the first second or so of transmission. So it would keep that from being a problem as well.
