Any news on HR 1301

Moving next year and HOA says no antennas longer than 1 meter.

Hoping HR1301 passes so I can put up a small beam and long wire.
 

I'm pretty sure it has not and most don't expect it to. I'm all for it passing having lived in a restricted location for 9 years until moving last month. I can also understand why there will be problems if it does pass requiring private entities to give "reasonable accommodation" for an amateur radio antenna.
 
I've been meaning to do it, so I just did it now. It only takes a few minutes.

I suggest everybody does this for the future of radio operations to keep more new HOA antenna restricted neighborhood from forming along with having reasonable accommodations for the current ones.


The process to contact your Representative is similar for each one

1. Look up your US Representative in your district.
2. Go to their webpage.
3. You should see a contact link. This is basically a preform email and you may have to enter your full 9 digit zip code first to continue.
4. Enter your contact information.
5. You should see an issues tab with a drop down menu. Look for something in Telecommunications or Science, Technology & Communication or something in the same subject and click on that.
6. Then in the dialog box, copy paste this form letter below but put your Representative's name in the opening header and insert your name and call sign then click send and that's it!

I am a constituent in your District and I want to bring an issue to your attention. I am a federally licensed Amateur Radio operator, one of nearly three-quarters of a million licensees of the Federal Communications Commission in the United States.

We provide communications support for, and participate in public service events on behalf of our communities. During and in the aftermath of disasters and emergencies, when other forms of communications are unavailable, we provide communications for first responders and Federal, state and local governmental agencies and non-governmental agencies, including the Red Cross and Salvation Army; for the United States Military through the Military Auxiliary Radio System (MARS); and to our neighbors when communications systems are overloaded or fail. Radio Amateurs contribute to the future of telecommunications as we participate in the development of innovative technology in this digital age. Amateur Radio is non-commercial, and we provide our services at no charge to anyone.

We cannot do any of these things, however, unless we can erect an outdoor antenna at our residences. Recently, a bi-partisan Bill, H.R. 1301 - “The Amateur Radio Parity Act”, was introduced by Congressman Adam Kinzinger (IL-16) with Congressman Joe Courtney (CT-02) and eleven additional original co-sponsors. HR 1301 directs the FCC to extend their existing PRB-1 regulations of “reasonable accommodation” of Amateur Radio communications to include private land use regulators. This would afford us the ability to negotiate with homeowner’s associations in residential developments. Private land use regulations routinely include restrictions that completely preclude Amateur Radio communications operators from installing any type of outdoor antenna system. The “reasonable accommodation” policy has for 30 years applied to municipal zoning ordinances. This Bill would extend the policy to operators living under private land use restrictions. The FCC has asked Congress for guidance in this area and this Bill provides it.

I've been involved in numerous "disasters" and/or local "emergencies", the local/state/federal agencies don't want or need any amateur "help".

just WHY do you need an H.F. antenna for any LOCAL issues?

Bottom Line: If you ARE so concerned about this, then WHY are you in a HOA/CC&R area? you should have planned ahead.

I live in an HOA community BECAUSE it prohibits UGLY antennas and PROTECTS my investment!

I also have a NON HOA residence with a 150 foot tower, 150 ft seems pretty "reasonable" to me.

... and I have written my Congress critters too.

Glad it works for you, but not everybody shares your opinion.

One day zoning's and ordinances could change in your antenna farm area and some N.I.M.B.Y. will fight to get your antenna farm removed. Then maybe you will reflect back on what you just said. This has happened before to radio operators

It's not up to you or anybody to ask " WHY do you need an H.F. antenna for any LOCAL issues"

That's a prejudiced and unfounded opinionated statement that someone with an antenna on their property is going to lower the value of your home.

Many people been living in these types neighborhoods long before becoming a licensed operator because this is all they could afford. Non HOA neighborhoods are becoming harder to find unless you want to live in the "Hood". But you didn't consider that.

Not everybody is snobbishly rich like you and rub it in that you can afford 2 homes, and have one that's antenna friendly.

This bill is not just for current restrictions, but to keep more new ones from happening in the future, Why can't you see that?
