Looks like a regular TEE vertical antenna with elevated radials. A TEE antenna is just a vertical antenna with a horizontal top loading wire and since it is a vertical it needs radials.

Thanks all. I figured it had no special significance other than being a wire version of a top loaded 1/4 wave GP.
