As a user of all radio services/allocations to which I have legal access, I'll say this:
If I can't hear you splatter into or don't find you operating illegally on an amateur band, I simply don't care.
If you're operating on another (non amateur) service that you aren't licensed for, that's between you, the licensees of that service and the FCC. I'll listen to the fun and that's about it.
Bear in mind that the nail which sticks up the highest gets hammered the hardest. There are many high-powered operators in radioland which don't interfere with other spectrum users and who simply aren't bothered. They take pains to make sure their stations are clean.
Profanity, obscenity, differences of opinion/political stance/whatnot are another matter entirely and may not be enforceable by the FCC. But that's outside the scope of this thread.
