one piece of advice.
install a socket for the chip.

that way you dont have to solder on the chip itself.
they are very static sensitive.

I have several other things to replace such as based on the meter instruction booklet also I verified it is c70 and r72 based on the meter instructions he gave me before I proceed with the chip.
 
good news got it to receive replaced both components that where missing but still several hurdles such as I hear same person on all channels. and dosent key up but it's a start also used the same chip from my old unit but one pin is broken

using your DC voltmeter on TP9 (negative lead to PC board ground) tune L13 for about 3.5 volts on channel 40.
check channel 1 for about 2.2 volts.
TP9 is a resistor lead right in front of the VCO chip. you can tell which one it is because its not painted.

it sounds like your VCO is out of lock, and this is the first step in figuring out why.

If there's a broken pin on the PLL chip that you installed that's probably the problem. All the pins have to be there on the PLL. Fix the broken pin on the PLL chip or install a new one and let us know how you get on.
