Connex CX-3400HP mod id?

So, this came to me from a trucker friend. He said he ordered it new from a local cb shop and it was supposed to be bone stock. He didn't want the tech to do anything to it. Upon inspection the limiter was pulled and I don't believe that is standard procedure for the manufacturer. Also, this relay was hot glued in there, I believe it is for some swing mod or similar. The relay opens and closes J3, via key up power from L38 and gnd. I have to get this radio back stock so is this a common mod or proprietary to a tweaknician style? There may be other clipped circuits I haven't seen yet. Thanks for looking.

Edit; this has the ept360015c board, dual mosfet.

Even the appearance of those mods look nasty! Speaker wire all over the place, a hole drilled through the pcb..... man that looks like a super whack pack from radioactive.

Thanks for identifying this mod. So the clipped limiter causes squeal in talkback so they use this mod to counteract the issue?
