YUP! It means basically the opposite of what he OP thinks. Right now HOA's control everything already. If The FCC extends PRB-1 to include HOA areas then those HOA's will have to allow a reasonable accommodation of antennas. They will have NOTHING to say about what equipment you have.

Thats what i got out of it....
 
I'd bet that whether it passes or not won't matter to many hams. Their wives will never allow them to put up an antenna anyway!!
 
What sucks about this the most is for the guy who gets interested in the radio hobby _after_ buying the HOA house for his plastic, overly-materialistic wife. He's the one who is most screwed, because once he gets sick of the phony Mercedes-driving wanna-be country club life, he can't sit in his garage and drink a canned beer and fart and talk on the CB and enjoy returning to his redneck roots. ;) Or string up a dipole and work some CW with headphones to block out the nagging, etc... At least he can trade the mercedes in for a pickup. ;)
 
That's why God invented "flagpoles" - to fool the HOAs while simultaneously allowing pursuit of this hobby. In radio operator vernacular, we call "flagpoles" antennas.
