Electrolytic capicitators discharge

I have been grounding the electrolytic capacitors to ground with a large screwdriver to the chassis. Is this a safe way to discharge them or is there a device required?
 

If each capacitor has its own beeder, just wait a minute or two before discharging them. The remaining charge will be small enough to avoid any risk of causing surge damage.

Or, any 1k or so 10-Watt resistor will drain a filter cap in a second or few with only a small spark, and a much-lower discharge current than just bridging it with a screwdriver tip.

And if it doesn't have a separate bleeder resistor across each and every high-voltage cap, it's time to add them.
