Emperor TS5010 flashing display

I have 2 5010s..both of them have their displays flashing..I know most people will say PLL unlock issues but heres the thing..When I turn on any of the 2 radios, it will blink at 28.000..I cant change frecuency with the dial nor with the up and down buttons..But if I push the PA button on, I can do tune the radio..but when i turn off the PA, it will stick to the frecuency I tuned but get no RX..so when I turn off the radio, it will stay on my selected frecuency and recieve, but it will be flashing and cannot dial other channels..
Ok so far, lets technical as far I can..the block diagram and service manual says to probe jumper 501 and 5? for a 38Mhz signal and a 10.240 signal..inserting my TinySA into the sockets on the PLL board, I get both signals, but I find the 10.240 signal kind of low. When I probe the 38Mhz port on the PLL board with my oscilloscope, I get a 1 volt 38Mhz signal, I think thats ok, but when I probe the 10.240 port, I get a very weak signal at the tune like 200mV..
Then when I probe with a DMM TP3, the one on the main board with the 10.675 crystal and the 3 inductors , I get 0 volts on the test point..yet on a working HR2600, I get a solid 4.5 10.675 signal on the similar oscillator TP at recieve at 28.000..
Read this carefully..particulary the PA on and off comment..so what I should I look at?
 

Any chance that it thinks it's stuck in transmit? Pretty sure this is what it will do if power is applied with the mike keyed. A circuit fault that keys it for you might do this. Haven't touched a 5010 in decades. Does it have a "TX" indcator on the display like a 2510?

I swapped the PLL boards, it was the the same thing..before this, the radios worked perfect on RX..the reason i swapped is that one of the radios does not have the MRF final, the other one does have it..Im not so into I want a transmitting radio, just a

so far I dont see a TX symbol on the display..Im watching the amp current usage on my ps and its always at 0.450 amp on receive, so it seems on point with the service manual..I have a Yeasu radio also tuned on it and never sees a TX signal
 
Not a fault I've seen. Not sure where to look for the PLL's lock detector signal on that one. Might be worth seeing what a 'scope reveals there. Tiny pulses could indicate a PLL on the edge of being unlocked, maybe? Just grasping at straws.

actually there was a signal on the PLL that didnt seem right.Pin 15..it supposed to see a full square and a short square but it was I was looking at only a full square signal
