That kind of antenna - a true "sloper" - generally relies on a metal tower at the higher end to act as its "counterpoise". If I'm reading your question correctly, you're asking about leaving the lower end where it is and somehow moving the higher end until it's directly above the lower end and is now a "top fed" vertical.
Back in the '60s, we used a top-fed vertical with excellent results on USS Kitty Hawk. Of course, the counterpoise was a 1,060 foot long aircraft carrier and the feedpoint was around 90 feet above the water line. The ship's S-Line and 30L-1 kept phone patches running for days at a time.
