European CQ contest, signal report?

Hi, im listening to 14.173.1 on 20 meters and everyone is giving a signal report of ,for example 5-9-0001 in EU-8. Im assuming EU means european union but not sure ,and what does 0001 mean? Can anyone tell me? Thanks , Lou
 

The 5-9 is the signal report ..readability and signal strength ..the 0001 I think is the contact number..and the EU-8 should be the europian region

I could be totally wrong on that ..if so please correct me
 
Correct. The 001 is a QSO number or "serial" number. It should increment by one for every contact either by region worked or total QSO number. It's just a way to keep count.
