I just picked this 949 up and started looking into it is it normal for the third leg on the white and blue adjustment pods to not be soldered onto the board?

Yes, it's normal.

You'll see it quite often...

For the circuit it sources to - already ties that line thru it, from that pot - to ground or as a supply rail - so it's more of a trimmer on a divider "branch" of the circuit the "pod" is on.

Squelch control is one of these "pod" designs. You just need to tweak the supply current thru the pod to limit how "tight" squelch engages - and the circuit does the rest. Helps set linearity or in other instances - how far the S/RF meter goes for a set signal strength or power level

Kinda like how you set the "Dimmer" function on your vehicle - the dash lights are dimmed at night to help with keeping you night vision instead of the glare from full brightness you'd need them to produce during the day.
