Galaxy DX-949

good morning ! I have a galaxy DX 949 that receives, transmits fine but the meter is non functional. the needle is all the way up no movement at all. how much of a job is it to replace the meter or is there some adjustment ?

Is the needle physically stuck against the inside of the meter? Does it move at all if you gently shake the radio? CBTricks does have a lot of info on this radio:

Super simple replacement if needed. Remove all the knobs, the 4 screws holdings the actual bezel (not the ones holding the front plate) slide off the bezel and you're to the meter. On the older ones the meter was adhered to the metal plate but most recent ones have only clear tape holding it in place. 2 wires to solder, then adjust new meter to agree with what it needs to show.
