Galaxy Saturn frequency counter

I have Galaxy Saturn with the EPT210010a freq counter. I only get a 0(zero) display, regulator is good, zener diode checks good, and its receiving vco input from the main board. Changed the electrolytic caps and didnt notice any bad solder joints... any ideas?
 

There are two crystals in that counter. One of them is the reference clock for the fat counter chip. The other one mixes with the VCO signal that feeds in. If that crystal stops, for whatever reason I think you get the zero display. The mixer crystal is the one next to two trimmer capacitors.

Haven't fixed one of those in ten or more years, pretty sure.
