Galaxy Saturn rx and xmit audio

Got a Galaxy Saturn 6-band (ept360014b) on the desk.

Issue:
Receive audio and transmit audio sounds tinny.

Upon evaluation, I noticed what the owner is experiencing. In receive, the audio sounds treblely (tinny). And in transmit it sounds the same, tinny audio.

In xmit, all modes sound the same, tinny. The xmit audio doesn't have the punch it should have. Listening on my monitor radio, the xmit audio should be blarring loud, but it's not. Sounds like the audio is there, but in the mud so to speak.

Also, when I flip the echo switch on, the echo starts rumbling through the receive audio without keying up. When I key up then the echo stops coming through receive speaker and instead squeals through the transmit signal.

Would a bad cap around the 7222ap or 4558 ICs cause both receive audio and xmit audio to sound tinny?

Radio is completely aligned, with no issues when aligning it.
Driver, finals, passthrough, AF reg has been changed and upgraded previously.
Radio transmits and receives great, just the audio on both is tinny (treblely) sounding.
AM - Deadkeys from 1w up to 8w, swings up to 45w PEP, 30w peak, 18w average.
SSB - 40w

Nothing getting hot.

One component on the transmit side that can do this is C129 a 1uf 50V electrolytic that's directly alongside pin 4 of IC4. Or someone may have changed component values to modify the transmit audio, maybe?

As for the receiver audio? A 'scope would be an unfair advantage for this. Not a common fault.
