Galaxy Saturn Turbo frequency problem

Hello to all. I have a Galaxy Saturn turbo that does not transmit or receive where the frequency display says. One of the alignment test points says to check and adjust VC-2 for 17.305 mhz, but the freq. counter says it is oscillating at 19.580 mhz. This is in TX and RX. It is the EPT 2950-13Z board.

BTW, VC-2 has no effect on the frequency adjustment.

Anyone have any ideas where to go next?
