Sorta hard to believe Jimmie Carter would have declared a National CB Day, since he was the one that had President Fords CB Removed from the Oval Office!
Can't remember now what Gerald Fords CB Handle was, but Betty Fords handle was "First Mama", and she liked to talk on the CB while traveling around the Country....

The reason they chose this day - or at least what I can find on Google - is that October 4th corresponds to the tenth month of the year and on the fourth day.
