The most common tool these days will combine inductance and capacitance measurement. Commonly called a "L-C meter".
My all-time favorite "L/C Meter II" was made by a guy who passed on a couple of years ago. Too late to get one from "Almost All Digital Electronics". His website aade.com is on the Wayback Machine. Might have to go back a few years to get a good capture.
ChinaBay has made this sort of item a lot cheaper than Neil's AADE meter. This one is incredibly cheap, but the one we have works okay. https://www.ebay.com/itm/Digital-LC...d=173037324370&_trksid=p2047675.c100005.m1851
There are more-expensive options. The tricky part is getting one that can reliably read below 10 or 20 pf. The built-in capacitance test in many digital multimeters will often have trouble with capacitance measurements that small.

That is the same LC meter i use Nomad.
I replaced the little connector with the screw terminals with one that uses spring terminals, and have found that without the alligator leads, i can get reasonably accurate measurements down to 20pF and maybe a bit lower.
