Yes, it can do resistance up to 30mOhms, 4 wire resistance for critical low resistance measurements, AC volts, DC volts, DC amps, AC amps. This is real lab grade gear if you are up to it. And yes, it will read DC mA too. WIth a great degree of accuracy. Well; so long as it was calibrated or isn't out of calibration. Not newbie gear; but cool if you get into it.

Garage storage could be good news if the thing was covered, could be bad news if the environment is humid. Metal surfaces that get cold overnight can sweat from condensation as daytime humidity during the day. If the air warms up faster than the metal, you'll get condensation.
Not a big deal at first, but if this happens a couple dozen times a year, the oxidation adds up. And if you live in the desert, you only have to worry about it filling up with dust.

It usually just shows up as a Decimal point with numbers to the right.
