HR-2510 driver current problem

Hi..
I installed only the driver 2166 which is new, and tested current on the test points..it goes from 0.30 to 1.3 and I stopped there, was getting to hot...all trimpots are adjusted accordingly by the service manual..any suggestions?

could be..although it was bought from a shop, not online..
In case I get a genuine, and it happens again, what should be checked? there was a bit burned 100 ohm bias resistor, and I replaced it for a new one

I have a TRC 449 that has the same test points bridge..thinking about comparing current idle and activity at the test points, to see if both act similar

Put this 2166 to any other working radio. It won't work.
Take out final transistor from other working radio and use as driver for that 2510

may a 1306 pulled from a Midland work ok? its tested good on my dmm

2sc1306 will work. Put that 2166 to Midland for a test too
