Definitely personal. Joining forums just to trash a guy? That in itself is a pretty low thing to do.
I also live in the WBBJ viewing area, and I have never seen his "mugshot" over the air.
don't know the person, but I often drive past his business, from what I have seen, it looks like the guy is just running a CB shop and pressure washing semi's to make a buck.
