I picked up an MFJ 868B and have an issue

I’m wondering if I’m not getting the correct current to the Op-Amp? How could I test the output of the RF Board I guess it would be mounted separately from the main board? It has the 3 wires coming off it.
 
If your getting 12v at Q4 collector, 12v pin 4 of TLC2274 IC and 12v at Q1 collector.... I would check for something on that rear board and check all your switches that they are good and switching properly. Look at the schematic how the switches toggle and interact with one another.
