the wax over the parts is for temperature.

they put that wax on there so that temperature sensitive components arent as affected by the ambient temperature.

this helps with freq. drift, etc...

the metal plate on the bottom is for RF shielding.
this is usually used in receiver circuits so they dont pick up spurious signals from other parts of the radio.
