Low Pass filter

If a used filter does indeed have bad capacitors could it cause damage to the equipment being run through it?

If the swr into the filter is high it could damage your rig just as transmitting into a broken antenna would. I think most people would notice high swr right away but a damaged filter that seems to be ok might not be doing its job.

Exactly. Depending on how it failed the filter might either present a high SWR to the radio or it could present a reasonable SWR but have no harmonic attenuation to speak of at all.
